No. Vegans cannot eat fish. Vegans do not eat or use any products that in some way involve cruelty against animals. A vegan diet does not contain any animal/animal-derived foods. Fish is animal food and does not suit a vegan diet.
Fish is a good source of nutrients including protein, vitamin B12, selenium, iodine and omega-3 fatty acids. To make up for the nutrients vegans might not get on avoiding fish from their diet, they have to include the right plant-based substitutes having a similar nutrient profile as that of fish.
The vegan diet is not the same as plant-based diet, as the latter may include some animal foods including fish. Ostroveganism, a type of plant-based diet includes bivalve mollusks like oysters, mussels, clams and scallops. Ostrovegans choose to add bivalve mollusks to their diet because they lack a central nervous system and hence cannot perceive pain. However, the concept is controversial because some research has suggested that bivalves may have complex central nervous systems.
